Signage is required by NFPA 30, and the color may come from OSHA, as in
"Shall be Bright and easily recognizable" and somewhere else OSHA says "Red
or Yellow, to indicate the appropriate hazard---" Down Under may not have
the same types of wording.

I had this situation come up on previous jobs. In
checking with local AHJs, OSHA, and the like, it was
indicated as long as the cabinet is an approved safety
storage cabinet listed by UL or FM, the paint color is
not an issue. However, any fusible link, labels, and
signage on the inside and outside of the cabinet are
not to be painted over or concealed.
