Sounds like a 25% add on future projects in his jurisdiction to me.

I had a office that was 300 sq ft. Heads were 9' off the wall and met all
spacing criteria from 13. I figured the heads for the calcs at 15 gpm each
because of being able to average the heads in a small room (which this
office met all criteria). The AHJ rejected the plans because he said I
needed a higher end head pressure for the heads. I called him and showed
him the sections in 13 that allows it. His response was, this is as exact
as I can remember "Don't try to justify any reasoning to me. Either use the
pressures I want, or it won't get approved!" Then he hung up after that.
So, I have learned that regardless of what any standard says, and regardless
of their published requirements, this building is going to get the water
curtain and we have to make it work.

If I'm reading 8.14.4.4 (2002 ed) correctly, you do not need the closely
spaced sprinklers if our adjacent floor areas are all fully sprinklered, the
horizontal openings are at least 20', and your atrium area is greater than
1000 sf. From your posting, it sounds as if you meet all three determining
factors.

Would an open atrium of 1400 sq ft in a 3 story building require closely
spaced sprinklers around it? The atrium is located in the middle of an open
office area. There is no glass or anything around the atrium. There is a
handrail around the perimeter of the atrium on the upper levels? I am
getting conflicting information on if the closely spaced sprinklers are
needed or not?
