The NEC - 230.66 Marking "Service Equipment rated at 600 Volts or less
shall be marked to identify its as being Suitable for Use as Service
Equipment (SUSE)."  This mark is supplied by the controller manufacturer
when specified and does not add any cost to the controlled. It is a
label placed inside of the controller housing by the manufacturer. 

On all PO I require that all controllers be SUSE label.

The code reference can be found in the 2005 NEC - 230.66 Marking -

include this designation.  Since a FP Controller can be connected
directly
to the utility service entrance it must be listed as SUSE in order to be
used in this application.
