Okay, I'll bite.  Scot - if you mean rock, as in ROCK then $85/ft. is a 
pittance.  Hard-pan can be bad enough that a big hoe or blasting could be 
required.  Real rock strata requires an track hoe with an incredibly powerful 
breaker AND explosives.   I used to bid underground on the condition that it 
could be dug with a Case 540E or equivalent (yeah, dating myself there).    It 
established that if the conditions were challenging to the point that we 
required extraordinary measures or equipment, there would be additional 
charges.   

If there are no local excavators that will responds to your RFP, how will you 
get it dug in any case?
