In Section 1016.2, it specifically states (requires) smoke and heat vents along with an automatic sprinkler system in accord with blah blah blah in order to increase the egress dimension. You are correct that Table 2306.2 provides a note that allows the omission of smoke and heat vents when ESFR sprinklers are used, however you are sort of dealing with apples and oranges. Chapter 23 is High Piled Storage. Chapter 10 is Means of Egress. Chapter 23 may allow the omission of vents, but since the objective is to increase the egress dimension (albeit in a HPS facility) then Section 1016.2 trumps Chapter 10 and venting is required vents regardless of the type of fire sprinkler system is provided as long as an approved system is in fact provided.
Note also Section 102.9 Conflicting provisions. This may be an example of that. Section 1016.2 appears to be more specific than other sections that were referenced. My opinion as an AHJ. I agree with the double dipping statement with ESFR's.
