In addition to Mr. Izzo's comment I would add that it goes without saying this 
valve should be supervised whether supervision is required by code or not. So, 
supervision and IT&M would be additional costs.

Have seen this set-up for the protection of freezers.  With this arrangement, 
it is a good idea that prior to the downstream control valve, you tee off to 
piping for an adequately sized drain with associated control valve.  Open this 
drain prior to tripping the deluge valve to ensure that you do not cause a 
water hammer in the system when the deluge valve is tripped.  This will cause 
the loss of air pressure in the piping first, prior to operating the detection 
system to actuate the deluge valve.

Forum,

I have a client that would like to install an isolation control valve
several feet downstream of a preaction valve.  The system is double
interlock.  The purpose of the valve would be to permit a full flow trip
test, per 25, without flooding the system piping.  The system protects a
Tier III data center and they are not going to allow flooding of the piping
if there are other options available.  How common is this arrangement?  Any
pitfalls?
