basement fire: you want a charged line going down the hole. and if there is a standpipe and you make the connection with hose pack down there, you want that line charged before passing through the door (if there is a door to open). but dragging a charged line down a stairway, let alone flaking out a not-yet charged line, and then subsequently hauling that charged second line through the door...
