Timothy: Why wouldn't they? I'm not familiar with the ad you mention, but is it for the Uponor network system? If so, that's a multi-purpose domestic/sprinkler system that requires a plumber's license in nearly every state, if I'm not mistaken. How many sprinkies have both plumbing and fire protection licenses? Not nearly as many as plumbers who also have their fire ticket.
