"They" and "Our" are words you might want to rethink in this context.

First, unless you subscribe to the FP-industrial-code complex conspiracy
theories, NFPA takes ads from numerous entities and I'd imagine, absent a
klansman or other patently offensive message, they can and will do that.
"Our" industry as the NFPA sees it includes, I'd assume since I'm not an
NFPA spokesperson, the passive protection guys, the smoke detector guys,
even intumenscent paint and heaven help us- the home builders. And certainly
there are thousands of plumbers installing sprinkler systems right now. I
worked for a mechanical contractor with a fledging sprinkler dept back in
'78, this isn't something new, or pending. 

Any thought that "our" industry doesn't include plumbers ranks right up
there with the mindset that thinks jobs are "born union" until some
unscrupulous business owner making windfall profits at the expense of all
downtrodden people in the world, without proper insurance and whilst
cheating on their taxes, takes it and turns it into a place full of shoddy
installation practices with sprinklers tacked on the ends.

And- what Steve said, as for the exclusionary tone, master plumber license
required.

Why wouldn't they?   I'm not familiar with the ad you mention, but is it
for the Uponor network system?   If so, that's a multi-purpose
domestic/sprinkler system that requires a plumber's license in nearly
every state, if I'm not mistaken.  How many sprinkies have both plumbing
and fire protection licenses?   Not nearly as many as plumbers who also
have their fire ticket.

Why would the NFPA journal, MAR/APR 2008 edition, use an advertiser for
residential piping systems that ONLY recommends plumbers to install
their
product? I know the answer is money, but I thought they were looking out
for
our industry and it's standards, both written and installed.
 
Isn't this like having an architect layout "design" fire sprinkler
systems?
