Not in my opinion. Because 13 does not say in undeniable words how it is
done you would need to stop thinking in terms of "code" and thinking rather
in "rational" or "real world". I would look at the overall system
configuration, type hazard, hydraulic calculations if available, water
supply flow and pressure, pipe size changes from fdc to opposite end of
system and the size of pipe the fdc is connecting to. You certainly wouldn't
consider 1" pipe for instance unless it may be 13r perhaps. With all that
consider that it is being supplemented with about 150 psi residual water
input to a system that otherwise would never see 150 psi. Few ever have.
