I just went through a situation where the pump took supply from city water and not a tank, but as far as whether or not a backflow can go up or down stream of the pump, well I called several pump manufacturers and they had no problem either way. I also called several backflow preventer manufacturers and they too had no issues with either location. One, however; stated he likes to have 10 to 20 psi pressure on the inlet under flow or no flow conditions for the backflow to operate ideally.
Just my experience, you might call and get entirely different answers.
