Short answer NO!

The cabinets are not "Gas Tight" and will become filled with the FM200 just
at a slower rate, than the rest of the room.

Hi all,
To determine the enclosure volume for designing a FM-200 system in a
computer room, should/ can I exclude the volume of cabinets inside the room?
The cabinets are like this picture:
http://www.sarian.ir/images/cabinet.jpg and the cabinets volume are about
10% of total enclosure volume.
 
My desion concentration is 7.4%, if I don't exclude the volume of cabinets
then the real design concentaration would be 10% more which is 8.14%, I know
8.14% is also acceptable, but I want to be cost effective, so can I exclude
the volume of cabinets?
