Roland you are 100% correct. The problem we are having is that when a local AHJ (who has minimal knowledge of any code gets confused they say that they have no one to discuss it with at a higher level so they guess. I have even had a discussion with one (where i showed him in 13 where the book said differently from what he thought it said) where he said "too bad for you im the highest level there is do it my way." When a fellow tech called an AHJ and informed him of a customers system the AHJ said i dont care about that stuff.
