For those of you that don't do much Gov. / Military work, The UFC is the "Unified Facilities Criteria" (UFC 3-600-01) These projects have several FPE's involved. The Contracting/reviewing entity is often an FPE. The design entity is required to be an FPE. And the Contractors "Quality Control" is required to be an FPE.
So it sounds like Scott is the QCFPE for the contractor. This very much limits his scope to the contract documents and specific referenced documents. The original RFP and design criteria, are only of interest if the scope is not clearly defined by the construction documents. The for "Bid" and "For Construction" Doc's are what he must comply with. If the construction doc's say 3000SF design area, it is often a battle to try and get the reduction for QR allowed by 4.1. If the spec. clearly say's X+Y=Z then thats what you see if the contractor complied with. But is the spec. says "Determine" If X+Z=Y, you only have to report that info, not act on it. (FPEs input must not be limited to design analysis preparation or post-design review!) 4-2.3.4.1: Water Supply Adequacy Calculations: A Fire Protection Engineer (as defined in pph 1-6) must provide flow test data and calculations demonstrating adequacy of water supply for anticipated sprinkler system. Calculations must be submitted no later than 35% design submission. (For design/build projects, the adequacy of the water supply must be established during the RFP preparation phase. I can't get the table into the message so fyi the UFC requires 0.10gpm/3000 sqft for 60 minutes for light hazard. The problem seems to (without the full document to peruse) squarely rests with the contract due to the crappy spec.
