LOL, Good luck changing the mind of an EOR even with irrefutable proof. After I passed the test my wife got me a sign "Never, but never question the judgment of the ENGINEER". (I hang it proudly but certainly accept questioning).
I assume you asked for chapter and verse of the NEC EOR is referencing. If you follow this forum regularly you will find a big theme is EOR's and AHJ's making stuff up that is not in Code. And in most cases we contractors lose. Did you call NFPA? Those folks are great. I'd start with the NEC guys because it's really their issue, not a sprinkler issue.
