Remember that the Architect may not want to use the exception for 13R or 13D in I-1 if he needs to retain the "fully sprinklered per NFPA 13" status that he made need for many IBC code exceptions/modifications such as the allowable building area increase [506.3], rating reductions [508.3.3, Table 601, 708.3], and/or many miscellaneous allowances given only to a building which is fully sprinklered per NFPA 13 [such as 403.3, 404.2, 507.3, 507.4, 704.8.1, 717.3.3, 717.4.3, etc.]
Regarding the I-codes, they would not be able to function properly without the codes and standards by NFPA. The reverse is not true regarding NFPA, which doesn't need any ICC codes. David W. S. The IBC does this intentionally in order to stipulate sprinkler requirements from the building code, a prime example is the balcony and deck requirements at 903.3.1.2.1. In other word the IBC gets to say something about these systems BEFORE sending the user to the standard. WE did submit a proposal to tighten up the requirements on whether or not such facilities have to be inspected per NFPA 25 since the 06 and 09 editions IMPLY no such inspections. The problem is that they treat 13D as exclusively applying to only one and two family dwelling and town houses and ignore this exception for I-1.
