After you consult with the engineer.........

Perhaps weld the legs to the inside of the containment, weld brackets to
the outside of the containment, attach the brackets to the floor. The
rigidity of the tank must be sufficient to carry the tank force to the
angle brackets and the floor.

Perhaps someone makes a double wall factory tank similar to a Roth.

Subject: Pump Fuel Tank Mounting

We are installing a diesel fire pump package. Normally we have 2" legs
with floor flanges screwed to the bottom for mounting the diesel fuel
tank to the floor, and they pour concrete curbing for a dike. This
project, the insurance company wanted a steel dike on the floor with the
tank in it. Does anyone have a suggestion for mounting the tank? If we
mount the floor flanges the anchors will have to penetrate the dike.
