I think the carrying capacity for solids in water is a function of the water velocity (perhaps the cube) and that the science for this may be well known. It may be that you can remove most of the sand in question by slowing the water down with a large enough pipe with a trap at some point where most of the sand collects. Then you might use a strainer after that apparatus to remove the fines -- that is if the fines are a problem. You'll probably need to know the sand grain size and its particle weight to make some rough calculations to see if the pipe size required to slow the water enough is within practical limits of the space you have to rig this in.
