In Ohio, the adopted code is the current edition of NFPA 25, so 13A is
not used.
We use forms from the NFSA. The AFSA also has forms available.
The NFSA and AFSA both offer classes on Inspections which I would
recommend because they explain responsibilities. The NFPA 25 Handbook
also has some commentary on responsibilities.
Go to the RelMark website, and they address the head spacing, etc
issue.
When we encounter a new closet missing a sprinkler, etc it is noted on
a seperate form and the owner is offered a quote. We also get a permit
for even the most minor things like adding a sprinkler to help protect
ourselves.

Tom,

As far as spacing, obstruction, etc are concerned, the key to answering
your
question (IMHO) lies in understanding the difference between an
INSPECTION
and a DESIGN EVALUATION. Both are referenced in Ch 4 of NFPA-25 (2008
edition).

Regarding establishment of baseline dates for less-frequent-than-annual
activities, I'd just ask when applicable tasks were last done. If
there's
no evidence of completion within time frames as laid out in the
standard,
they're due now.

Drop me a note off-line if you'd like.

Best,

PJ

Subject: NFPA 25 Inspections

How are you guys breaking out your inspections versus testing for
systems?
So far for me, all I've been upgrading my old testing accounts to is to
suggest they have us do a cursory inspection for spacing, obstructions,
damage, etc., just visual. I have a few clients whose insurers have
requested full compliance with NFPA 25 but with little explanation. I
tell
them it's a little like asking how long a piece of string is and that's
the
wrong answer. What I'm trying to break out is the tasks that become
requirements after the first year, per 25, but it gets complicated.

Brief example:

How are you approaching a client with a wet system installed in 1964
that
got a few years of tests by various sprinkler and alarm companies? Are
you
tracing back through your state codes for the applicable edition of 13A
or
current referenced edition of 25? How and why?

Thanks.
