Thanks for reply and thoughts. I was not clear-
this is not existing- I used Roland's reference to Fig. 8.6.4.1.1.3
in the beam obstruction rule thread as a starting point for sketching
the situation with words. It is a design a few of us were scratching
our heads about Friday afternoon, looking up the definition of ceiling
pockets, worrying about deflector distance, etc.- "The high ceiling IS
the ceiling, not a feature of the ceiling, that's what the soffit is".
Saturday I did some fire modeling on it. I do not think it is smooth
ceiling, unobstructed construction with max 12" deflector- IMHO it
is obstructed, with max 6" deflector, below the high ceiling or the low
ceiling, and that the previous comments made in this thread apply.

I think this would fall under beam pocket rules, not vertical changes in
ceiling elevations.  The 2010 code (2007 does not have the definition)
defines this as
3.3.4-An architectural ceiling feature that consists of a bounded area of
ceiling located at a higher elevation than the attached lower ceiling.

So sprinklers would need to be installed in at least one of the two higher
pockets (assuming QR)..... preferably 2 heads in each of the higher pockets
- 4 total - using the 8.6.5.1.2(2) to avoid placing sprinklers in the lower
soffit down the middle.

Since your case involves an existing condition, adding sprinklers in one of
the high pockets would meet the code, but look a little heavy on that side.

that you have a room 13' wide X 20' long, high ceiling 11'-2" , low ceiling
is a 3' wide soffit centered width-wise,

at 9'-6" height. There are 2 heads in the soffit now, spaced 13X10.
