In Wisconsin it is governed by the Rules created by the Wisconsin Department of Commerce. The rule in this regard states the plans shall be stamped and signed by the design professional under whose direction the plans were prepared. It does not state PE or AIA Certifications and does leave the door open for NICET. Should check with Commerce.wisconsin.gov
