No.  But if the building is required to be sprinklered throughout it may need 
to have sprinklers within the room as well as the FM-200.   In some cases 
Architects may opt to have sprinklers installed in order to take advantage of 
certain allowances for height or area.  If they use the sprinkler inclusion for 
that purpose in most cases the AHJ's won't allow omission of sprinklers.

But preaction isn't a requirement by Code or Standard.  It may be a client or 
Insurance recommendation or requirement as opposed to using a wet pipe system.  

But according to NFPA 13, if you are going to substitute FM-200 (or any other 
non-sprinkler type system) for sprinklers it must be approved by the AHJ.

So you'll have some phone calls to make.
