Presumably the fire pump only runs when there is a fire, i.e.: emergency, (not counting various tests). Since a low pressure condition is ultimately an exposure issue (my pump effects your stuff) and so is the fire (my fire effects your community) and the pump is a measure to mitigate against the second exposure but may create or exacerbate the first which is the more hazardous if both occur simultaneously? Does the municipality require such devices on hydrants or pumpers? If NFPA 20 is an adopted standard in the building code does it have precedence over the plumbing code, or vice versa, or is their a hierarchy at all? As usual no answers, just more questions.
