Matt,
Depending on what codes they have adopted in their jurisdiction. I use the IFC
(2003) Chapter seven Fire-Resistance-Rated Construction. Fire resistant rated
construction must be maintained. Also with out ceiling tiles the heat would
rise and cause a delay in sprinkler activation. I hope this helps.

Subject: Ceiling Tiles or Lack thereof...

How is everyone handling missing ceiling tiles? Specifically I am seeing the
rooms completely without tiles, and the one with the sprinkler is left. I
assume with the thought that it will operate. Hopefully the fire starts
right next to those remaining tiles. A search of 25 leaves me no basis to
write it as a deficiency. Any thoughts or direction appreciated.
