If I understand the question, it can be boiled down to: I'm subbed to a guy that is directing me to break the law. You could transfer this liability where it belongs, XYZ, by advising you are RELYING on them to fulfill the requirements of the FD notification since they have the relationship (contractual) with Owner. Since you're not a prime contractor, it wouldn't seem out of the ordinary to rely on those up the contractual ladder to take care of reporting to FD and/or Owner.
