Not sure what your point is Thom. The fire flow table is in the appendix of the Code, and at the top of the page it clearly states the appendix is not mandatory, so IFC Appendix B is not automatically adopted when the IFC is. Different jurisdictions apply different methods for this issue.
IFC 508.3 States that "Fire flow requirements.... shall be determined by an approved method." So who would approve that method? ..........drum roll............... The AHJ. The AHJ directs you to what method has been approved in his jurisdiction then you use that method to do the calcs. It just so happens with this issue that there is no set standard. See 508.3 above. You don't go by a number someone pulls out of a hat. You use the recognized method to make the determination. The other reason for getting the direction from the AHJ is that the fire flow values can vary greatly depending on what method is used for making the calculations.
