You hit the nail on the head except it is not Mission Critical.  I like your
idea about the structural seismic calcs.  I'll use that on the next one if
there is one.

We had the same requirement on a COE project in New Mexico. You'll waste
your time trying to get an engineer to respond or answer what the Ss or S1
for a blast is and how that compares to an earthquake. Someone somewhere in
the process decided that a explosion is the same to a building as an
earthquake. Was there a study or report to support that? Don't know, Don't
care. If the structural is not seismically designed or "Blast designed" it
will fall down or at least "Get Bent!" in an exposure explosion. If it's a
"Mission Critical" facility they are missing a lot of other things if your
seismic bracing is the only thing they are doing. Mission Critical will
require redundant power, water supply for fire and a fire pump. So what I'm
getting at in a very roundabout way is, just give them what they ask for. If
you feel it is insufficient send someone a letter an keep a copy in your
file. If it exceeds code, so what? The code is the minimum! I'd give them
the whole 13 seismic soup to nuts. 

When the building comes down after a blast, I don't think they will even
look at whether your pipe maintained the rigid spacing to the structural
components.

The one thing I do like to do, Just to twist they're tail, is ask for the
calc's for the "structural seismic point attachments load calculation"
Answer usually comes back in two or three months, "attach to the structure
at any point" "No attachment calculations will be provided."

Remember this is your government! Logic has no place at their table!
