That was the way I looked at it.  The AHJ is dead set at it being an 
obstruction which will limit the head spacing. I even had the engineer speak 
with her.

Hi Dale,

If there is no tile, there is actually no ceiling.  The grid is merely a
means to support the ceiling.  You will have to keep the heads at 1-12"
below deck or 1-22" if obstructed construction.  All obstruction rules
apply.
