Subject: water curtain and QR reduction

I am working on a project where we have and open space with ceilings of
various heights up to 9 ft. In one part of the building we have an open
stair to the floor above. (the upper floor is going to be sprinklered in
the next phase. this is an existing college library.) The Fire Marshal
has asked for a water curtain around the stairway. Does the presence of
this stairway negate the application of the QR reductions? If so, would
a water curtain alter that? How far from the opening would the design
area need to be to allow the reduction?
