Ok. Then use standard response heads for the clouds. It sounds like this is a renovation to an existing building so you have 2 options as I see it.
1) NFPA 13-8.3.3.1 (2007 ed) option #3 - this allows you to use S/R heads in a modification to an existing system where S/R heads are already installed 2) NFPA 13-8.3.3.2 (2007 ed) Change all the heads in the compartment to Q/R. If it's not a big compartment this is the way I would go for life safety reasons. If it is too big and would become a financial burden to the owner, then see #1 above. If that is the case does this overrule the mixing ban since only one level or the other is expected to react to the fire?
