I must have missed your question on the tanks, Todd, and I admit I don't
have any answers.
For Tony's question, my first return inquiry would be - are the plastic
totes open top, and do they have a solid base?
The open top shuts off most of the easy answers I've seen in NFPA-13,
chapter 17 for plastic storage.

This sounds similar to my earlier question (which didn't get answered) about 18
ft high empty plastic tanks. I think we'd be looking at 18 ft high storage of
solid piled/palletized storage of Group A plastic (assuming it is a Group A
plastic).
But there may be something I am not considering.

Is this a question? (Oops another one). If so, it is not done yet. Or is it?
In a warehouse, empty plastic totes (about 3'x3'x3') are piled 6 high to a
height of 18 feet. The manager claims the storage is temporary, and they are
cleared everyday. However, I think this area should be designed for the
storage even if stored for a few hours. I still have to find out the class
for the plastic. My question (another one) is, is this considered plastic
storage to 18 feet high?
