I have a typical NFPA 13 designed apartment building where there are
combustible concealed spaces created by the frame out of the tub /
shower units.  

Many of these are about 1.5SF but are more than 6in from the inside face
of the studs.  A building inspector is asking either for sprinkler
protection or insulation in each.

I know these do not contain any pipes but why would they be any
different that a vertical pipe chase as described in 8.15.1.2.14?  Could
the 55sf rule of 8.15.1.2.9 be applied in these cases?
