Craig, Could be that the design person is considering this to be two adjacent hazards and extending the more stringent design criteria 15' beyond. This is required when there is no barrier separating the two hazards. Is there a barrier separating the two rooms? All the barrier need be is a curtain wall that delays heat spread. See 12.3.

The .40 room is plenty large enough to allow the additional sprinklers to be calced from within the room.
