Why would in-rack sprinklers at every level not control the fire, at least from the perspective of having done our diligence? And if 'every level' is to onerous a road to travel, or too cautious for our client's tastes, then if we are feeling lucky, or we are sure by whatever other measure, then let the engineer sign their name as to the reasons why one could legitimately lower their defenses.
