Deluge systems are hydro tested just like any other sprinkler system except the 
outlets are plugged for the test.  After the test the plugs are removed and the 
spray nozzles are installed, or they can be pneumatically tested at 40 psi as 
stated on the Contractor's Material and Test Certificate for Aboveground 
Systems which appears in NFPA 13.

If he has a dry pilot actuation system, he may be referring to that for a 
pneumatic test as well, or for both systems.

Foam systems have their own set of tests as do deluge systems when it comes to 
verifying coverage and impingement on vessels.  See NFPA 16 for foam-water 
systems.

I would not blow air through the system to check for "bugs".  It should be 
flushed per NPFA procedures.

These kinds of statements don't exude a lot of confidence.

I have a owner calling me because another contractor is stating that he needs 
to have an air test done on his open head foam deluge system.  

I have never heard of this and was wondering  what the test entails.
