I think the fire marschel is right but for the wrong reason, if you connect
the FDC to the underground and have a control valve in the building it
conflicts with 8.16.1.1.1.3 The requirements of 8.16.1.1.1.2 shall not
apply to the fire department connection,
and there shall be no shutoff valve in the fire department connection.
