I've seen both also, I don't think there and code or liability. The only concern would be during a accidental activation you want to shut the shut the system down quickly and drain it.
Is the inspector waning just the aux drain valves zip tied? Or the main drain? It shouldn't be accessible. A zip tie is more tamper resistant and avoid the accidental discharge, but if you need to drain it in an emergency it's easy enough to break it. Aaron M.
