We did a dormitory that required all the valves to be locked. They used a sort 
of red plastic cover that went over the valve handle and had a break away lock. 
The cover was loose so it would just spin on the handle. They looked like they 
prevent 99% of the problems and probably weren't very expensive. I liked the 
looks of them a lot more than a chain or zip tie.

I've seen both also, I don't think there and code or liability. The only 
concern would be during a accidental activation you want to shut the shut the 
system down quickly and drain it. 

Is the inspector waning just the aux drain valves zip tied? Or the main drain? 
It shouldn't be accessible. A zip tie is more tamper resistant and avoid the 
accidental discharge, but if you need to drain it in an emergency it's easy 
enough to break it.
