Again, first step is the Fire Code.  I'm not writing a dissertation on what you 
need step-by-step because that can be a long list and varies with every answer 
(some of which Craig has below and some he doesn't); you need to know you have 
to start with the fire code - unless it is military/government.  If you can't 
then hire someone who can.  The next step is get the Owner's Certificate filled 
out thoroughly then compare the information to the fire code.

1. Is there a list of chemicals and their quantities used or stored in the 
room?   The type of chemicals can have significant impact on the fire 
protection design, a lab handling water reactive chemicals for example or 
combustible metals or pyrophorics.   Know what you plan to put water on.

2. Are flammables/combustibles stored in the room or in fire rated cabinets?

3. Is there MSDS info on all chemicals?

4. Have all chemicals been found to be miscible or in limited or 
inconsequential quantities in order for water based sprinklers to be effective? 
 

5. Are there chemical fume hoods and exhaust ductwork that requires internal 
fire suppression systems or the extension of fire sprinklers within?

Step #1 when dealing with chemicals, know what you're dealing with.  The fire 
code deals with different hazards and materials, if you don't know what's in 
the room, you'll have no idea what chapter to start reading.

I think I'd think it through more if it was mine to do, but my first instinct 
would be to treat it like the paint mixing room typically attached to  spray 
booth. Then I'd ask what's it it. If a Gilbert Chemistry Set array of stuff 
then it's really nothing. If more exciting stuff then....
