I don't think this is a code problem - i.e., nothing says you can't do it (that I know of). But it may fall into the best practices area. Accessibility comes to mind. Can folks easily get to the valves in an emergency? Is locating them on a mezzanine any worse than at a remote part of the building with an exterior-only access? I suppose it really depends on proximity to hazard. Sorry, this is just top of mind input.
