my guess 
in the case of a city water main
the fire truck pumper provides the pressure and the hydrant pressure is 
sufficient
so, the flow test will show there is enough volume to handle inside and outside 
flow

Quick question-
I may have too much time on my hands today but I guess I never really noticed 
that no additional PSI is added (required) for the additional gpm for outside 
hose stream, why is that?
