I've never been able to.

One time we were running next to a sidewalk and the pipe was close to it.
Had to sleeve it and pour around it.

What would be the reason for encasing the pipe?

Subject: Underground Fire Line Encased In Concrete

Has anyone ever encased a underground fire line in concrete?
Any problems with a AHJ accepting it?
