Typically, the reason for encasing a water line at a crossing with a sewer
line is per the plumbing code for domestic water and cross contamination
with a sewer pipe.  Therefore, if this is a fire line, it not governed by
the plumbing code  and if its domestic, its not a fire line and needs to
follow the plumbing code.

At least that's my take on it.
