Maybe I'm not sure what Greg is asking, but we use small room all the time
on UFC jobs and have never been called on it. Chris could you point me to
where it says you can't use small room?

IDK about FM.  UFC is clear to me, no you can't use small room -
area/density only, and no the calcs are not per FM.  There are 5 things you
pull from FM and only these 5 things, density, design area, hose stream
allowance, duration and minimum k-factor.  And really these only apply to
things defined as HC1-3.  For example HPS would follow NFPA 13.

Does FM allow the "small room rule" for end head pressures in small room
rules as in NFPA #13?

The UFC is confusing as the installation goes by 13 and the calcs go by FM
standards.....
