we have a couple of these indoor soccer facilities with the ground up
tires.  No problem and we have yet to have a fire of any type in them.
Consider the temperature that would be required to ignite the ground tire
fragments which are similar in size to pee gravel.  If you ignite them you
have other more serious problems to consider.
