He can say it says anything. Ask for a code reference that backs up what he is saying. Also make sure if he gives you one it applies to your job, and that you need to follow the section he is quoting.
For instance, I can say you need to calculate the pipe with a c-factor of 100 but your system is wet and new pipe. Doesn't make me right just because it says it, and I can quote it.
