Here’s the way to look at it. What in 8.17.2.4.1.2 says you can ignore any other requirements such as 8.17.2.4.2(2)? It doesn’t so it still applies.
It would have been cleaner if the TC had said in 8.17.2.4.1.2 the FDC on wet pipe system can be connected to the main. IF they had meant to allow it on Dry systems, they need to modify the other applicable sections.
