there is a caveat on the base definition of weight and/or volume ratios.  For 
instance, 100 lbs of metal packed (cocooned) in 10 lbs of styrofoam meets the 
definition of a Class IV but it burns like a Group A Expanded plastic.  Now 
that concept is a challenge to codify.
