James,
I guess I was thinking about the provisions of 9.1.1.3.1.1, and
9.1.1.3.1.2. You're correct, the building structure itself, if it's not
a shared support structure, only has to hold the weight of water filled
pipe, plus 250, per 9.2.1.3.1. No five times.
You're not wrong, I just didn't go as far as I should.

Ken,
Please correct me if I'm wrong, but I had thought that the 5x + 250#
requirement only applied to hangers certified by a registered PE as an
alternative to listed hanger components.

Subject: Re: Steel brackets
Steve,
One of the concerns can be resolved fairly quickly if the bracket were
fabricated by one of the hanger manufacturers. Those devices usually have a
maximum load recommendation, and if you're not exceeding that load with the 5x
+ 250#, that would resolve the first concern.
The anchors into the CMU wall should have been installed per the
manufacturer's recommendations, and several of the major anchor companies have
very detailed instructions on how to do so (Hilti, Powers, Simpson, ITW, etc.).
As to his concerns that a CMU wall is not part of the building structure,
I'd have to say he's mistaken. A good structural engineer, perhaps the PE for
the building itself, should be able to dismiss that perspective quite easily.
Just out of curiosity, you might ask if the inspector felt that a concrete
tilt-up wall was not part of the building structure. The nature of CMU vs.
Concrete tilt-up shouldn't make the difference.

We have a third party inspector who is questioning the use of L brackets that
we had to use to hang our piping off from a CMU block wall.
I cannot find any mention of hanging off from building walls, only hanging from
building structure in NFPA-13.
Any help would be appreciated.
