And we all know Chicago works on the principles of backsheesh even better
that NYC. I worked for an architect from Chicago once and he couldn't
understand Santa Cruz at all. He expected that there was an unwritten but
well known and regular schedule of bribes depending on what you wanted.
That messed up his planning but when he found out he couldn't buy small
town officials he decided he had no idea how to do business in such a
place.
